Job Title: Elementary Principal                      Wage/Hour Status: Exempt
Reports to: Superintendent                          Pay Grade: 5
Dept./School: Campus Assigned 


Primary Purpose:
Direct and manage the instructional program and supervise operations at the campus level. Provide instructional leadership to ensure high standards of instructional service. Direct the implementation of district policies and instructional programs and manage the operation of all campus activities.


Qualifications:
Education/Certification: Master’s degree in educational administration
Texas mid-management or other appropriate Texas certificate
Certified T- TESS appraiser


Special Knowledge/Skills:
Working knowledge of curriculum and instruction
Ability to evaluate the instructional program and teaching effectiveness of individuals and a school
Strong communication, public relations, and interpersonal skills


Experience:
Three to five years of teaching

Administrative experience as Assistant Principal or Specialist or Coordinator


Major Responsibilities and Duties:
Instructional Management
1. Monitors instructional and managerial processes to ensure that program activities are related to program outcomes and use these findings for corrective action and improvement, as well as for recognition of success.
2. Works with staff to plan, implement, and evaluate the curriculum on a systematic basis; include students and community representatives (when appropriate).


School or Department Morale
3. Provides instructional resources and materials to support teaching staff in accomplishing instructional goals.
4. Fosters collegiality and team building among staff; encourages their active involvement in the decision process.
5. Provides for two-way communication with superintendent, staff, students, parents, and community.
6. Communicates and promotes expectation for high-level performance from staff and students; recognizes excellence and achievement.
7. Facilitates effective and timely resolution of conflicts.


School or Department Improvement
8. Determines and builds a common vision with staff for school improvement; directs planning activities and implements programs collaboratively with staff to ensure attainment of school’s mission.
9. Identifies, analyzes, and applies research findings (e.g., effective school correlates) to facilitate school improvement.
10. Develops with the assistance of the site-based decision-making committee, annual campus
performance objectives for each of the Academic Excellence Indicators.
11. Develops, maintains, and uses appropriate information systems and records necessary for the attainment of campus performance objectives addressing each Academic Excellence Indicator.


Personnel Management
12. Interviews and selects new staff and approves all campus personnel assigned.
13. Defines expectations for staff performance regarding instructional strategies, classroom management, and communication with the public.
14. Observes employee performance, records observations, and conducts evaluation conferences with all staff.
15. Makes recommendations relative to personnel employment placement, transfer, retention, promotion, and dismissal.
16. Involves campus staff in the planning of staff development activities.
17. Confers with subordinates regarding their professional growth; works jointly with them to develop and accomplish improvement goals.


Management of Administrative, Fiscal and Facilities Functions
18. Complies with district policies, as well as state and federal laws and regulations affecting the schools.
19. Develops budgets based upon documented program needs, estimated enrollment, personnel, and other fiscal needs; implements programs within budget limits; maintains fiscal control; accurately reports fiscal information.
20. Manages the use of school facilities; supervises maintenance of facilities to ensure a clean, orderly, and safe campus.
21. Attends all regular and special meetings of the Board of Education and executive or study sessions when requested by the Superintendent.


Student Management
22. Works with faculty and encourages student input to develop a student management system that results in positive student behavior and enhances the school climate.
23. Ensures that school rules are uniformly observed and that student discipline is appropriate and equitable.
24. Conducts conferences with parents, students, and teachers concerning school and student issues.


School or Community Relations
25. Articulates the school’s mission to the community and solicits its support in realizing the mission.
26. Demonstrates awareness of school/community needs and initiates activities to meet those identified needs.
27. Uses appropriate and effective techniques for community and parent involvement.


Professional Growth and Development
28. Uses information and insights provided through assessment instruments, the district appraisal process, evaluates feedback from line supervisors, and professional development programs to improve performance.
29. Provides leadership in addressing challenges facing the profession; pursues professional development activities; disseminates ideas and information to other professionals.
30. Observes professional ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics.


Academic Excellence Indicators and Campus Performance Objectives
31. Works cooperatively with others in developing and attaining Campus Performance Objectives (Academic Excellence Indicators).

SUPERVISORY RESPONSIBILITIES
Supervise and evaluate the performance of assistant principal(s), teacher(s), counselor(s), librarian(s),and support staff.


WORKING CONDITIONS:
Mental Demands:
Ability to communicate effectively (verbal and written); interpret policy, procedures and data;
coordinate campus functions; maintain emotional control under stress.


Physical Demands/Environmental Factors:
Occasional district and statewide travel; frequent prolonged and irregular hours.
